D.C. United GM Kevin Payne has been fined $15,000 for statements made on May 1. MLS Commissioner Douglas G. Logan issued the following statement on May 3: “Today, I have fined Mr. Kevin Payne, President/General Manager of D.C. United, the sum of $15,000 for his conduct and public statements during and after the match between D.C. United and the Chicago Fire.” Payne made numerous comments about the officiating by Scottish referee Stuard Dougal, who was working the last of his three MLS matches as part of the league’s referee exchange program. Dougal handed out a league-record 11 yellow-cards and also ejected three players. The $15,000 fine is the second-largest in league history. New England midfielder Edwin Gorter received a $20,000 fine for racial remarks made to then-teammate David Nakhid in the fall of 1998.
