ROUND OF 16: GERMANY vs. PARAGUAY (In Seogwipo, 2:30 am ET) (TV — Live: ESPN, Univision; Tape: Telefutura noon) Germany is missing three players because of yellow-card suspension and possibly may be without their top midfielder, Michael Ballack, who is nursing a pulled muscle. Whether Ballack, who has five assists, plays or not will be a game-time decision. Paraguay coach Cesare Maldini says that Nelson Cuevas, whose two scintillating goals against Slovenia helped push his country into the second round in dramatic fashion, will still be a reserve. Goalkeeper Jose Luis Chilavert has turned in two shaky performances since sitting out the opening match for suspension. Suspended:
